
The BTZ for the domestic market
The Bautechnische Zulassung (BTZ, Technical Approval for Construction) serves as proof that a construction product meets the technical requirements in Austria and can be used safely. It enables manufacturers to place products legally on the domestic market that are not covered by harmonised European standards (hEN) or European Technical Assessments (ETAs) or that deviate from a harmonised standard or from the national regulations listed in the Austrian Construction Products List ÖA (Baustoffliste ÖA).
In addition, a BTZ may be defined as mandatory in the Baustoffliste ÖA.
However, a BTZ can also be applied for voluntarily – for example, if a manufacturer expects greater market acceptance or wishes to obtain legal certainty. However, voluntary BTZs do not entitle the holder to use the ÜA conformity mark (Einbauzeichen ÜA).
The Technical Approval for Construction is regulated in Article 21 of the “Agreement pursuant to Art. 15a of the Austrian Federal Constitutional Law (B-VG) on cooperation in the construction sector as well as the provision and use of construction products on the market” and in the corresponding regional implementation provisions. It is valid in all Austrian federal provinces.

It serves as the basis for registration certificates and the mandatory ÜA conformity marking of construction products that are not covered by harmonised European standards and are listed in the Baustoffliste ÖA.
BTZ as

For products listed in Baustoffliste ÖA that deviate significantly from the published regulations (standards, guidelines of OIB and others).
Voluntary
BTZ
For products that are not listed in the Baustoffliste ÖA and are therefore not subject to mandatory ÜA marking.
The voluntary BTZ therefore does not entitle the holder to affix the ÜA conformity mark.
