Current Baustoffliste ÖA (only available in German)
The currently valid regulation of the Austrian Institute of Construction Engineering (OIB) regarding the Baustoffliste ÖA consists of the main regulation of the 2015 revision and the 1st and 2nd amendments. Since the amendments only reflect individual changes, we also provide a “consolidated version” of the regulation, in which all changes have been incorporated. Only this consolidated version presents the applicable provisions fully and clearly.
In addition, you will find both the explanations for the 2nd amendment to the 6th edition of the Baustoffliste ÖA (2015 revision) as well as the “Introductory Remarks”. These introductory remarks explain the changes in the respective edition and serve to clarify the legal status and functioning of the Baustoffliste ÖA. However, they are not part of the regulation and are therefore not legally binding.
The regulation refers to the respective state-specific implementation provisions, therefore a separate regulation is created for each federal state. This consists of the regulation text, the list of construction products, and the supplementary provisions.
For the federal states of Burgenland and Tyrol, the list of construction products is included in the special issue of the OIB magazine, current No. 14 (available via OIB).
About Baustoffliste ÖA
The Austrian Building Material List ÖA is issued as a regulation by the Austrian Institute of Construction Engineering and specifies for certain construction products which are not yet subject to CE marking the proof of suitability required in Austria.
For easy visual identification by users of the construction products, compliance with these requirements is documented with the ÜA conformity mark (Einbauzeichen ÜA), which must be affixed to the products in an appropriate manner. The basis for the manufacturer to apply the ÜA conformity mark is the registration certificate (Registrierungsbescheinigung).

Publication of Baustoffliste ÖA and transitional periods
The legally binding publication of the Austrian Institute of Construction Engineering (OIB) regulations on the Baustoffliste ÖA – 2015 revision dated 15 August 2015, the 1st amendment dated 15 March 2019, and the 2nd amendment dated 1 April 2024 – is carried out for each federal state in accordance with the respective publication regulations.
Transitional period for affixing the ÜA conformity mark
After the regulation enters into force, it is already possible to affix the ÜA mark during a transitional period specified in Article 3 of the regulation, but it is not yet mandatory. After the end of this transitional period, only products marked with the ÜA conformity mark in accordance with the regulation may be used, unless the products bear CE marking.
Coexistence period for harmonised standards and its impact on CE and ÜA marking
For harmonised standards, the European Commission establishes transitional periods (“coexistence periods”) until their mandatory application. These periods are published in the Official Journal of the EU together with the respective standard.
During the coexistence period:
- CE marking is possible, but not mandatory.
- Manufacturers can decide whether to affix the CE marking to construction products in accordance with the harmonised standard or continue to use the ÜA marking in accordance with Baustoffliste ÖA.
At the end of the coexistence period:
- Products covered by a harmonised standard must bear the CE marking.
- The requirements of the Baustoffliste ÖA no longer apply to these products.
- Any existing ÜA conformity mark loses its validity, even if the product is still listed in the Baustoffliste ÖA

Set of rules
The set of rules includes the standards and guidelines, or the guidelines for use of the OIB, as listed in the Building Material List ÖA, along with additional provisions in Annex A to the Building Material List ÖA.

BTZ as profile of proof
For construction products that deviate significantly from the national regulations listed in the Baustoffliste ÖA, a Technical Approval for Construction (BTZ) must be applied for at the OIB. A BTZ is also required if it is stipulated for the product group according to the Baustoffliste ÖA.
ÜA certificate of proof
Registration Certificate
The registration certificate “R” is the current successor document to the previous certificates of conformity.
The short designation of the registration certificate in the form of a combination of letters and numbers (e.g. R-2.1.1-15-12345) contains the number of the product group and the year as well as a consecutive, multi-digit number to be assigned by the OIB. This number is requested through the registration authority.
The ÜA conformity mark
The ÜA conformity mark is used to indicate construction products that comply with the requirements of the Baustoffliste ÖA. It consists of the “ÜA” symbol and additional information.

This additional information includes:
- Short designation of the registration number
- Name of the authority that issued the registration certificate
For the correct application of the ÜA mark, the regional implementation regulations must be observed. These regulations govern the exact design of the “ÜA” symbol and the associated additional information.

Design of the “ÜA” symbol – requirements and notes
The “ÜA” symbol must be designed according to specified requirements. These concern the dimensions, colors, and proportions of the symbol to ensure a uniform and legally compliant representation.

For the design of the “ÜA” symbol, the dimensions shown in the graphic must be observed. The choice of color for the symbol and the additional information is generally free. In the case of a two-color design, the bars marked with “R” representing the letter “A” may be rendered in red. The proportion of the symbol’s dimensions must correspond to the template. When enlarging or reducing the symbol, the proportions must be maintained. The grid itself is not part of the symbol.


Registration authorities
Registration certificates for construction products for which a ÜA conformity mark is required according to the Baustoffliste ÖA can be applied for at the registration authorities of the federal states. Here you will find a list of all Austrian registration authorities:

Guidelines for use
The OIB’s guidelines for use are national technical regulations for individual product groups of the Building Materials List ÖA. This is defined in Article 2 Paragraph 1 of the agreement pursuant to Article 15a Federal Constitutional Law on cooperation in the construction industry and the provision of construction products on the market and their use or in the corresponding provincial implementation regulations.
The guidelines for use for the Building Material List ÖA – New Edition 2015, 1st Amendment of March 15, 2019, and 2nd Amendment of April 1, 2024 can be downloaded for free.

Checklists of the OIB
A “checklist” has been created for product groups 2.1.2 and 2.2.1 to ensure uniform application of the set of rules for the Building Materials List ÖA.
The “checklists” were created by the OIB. They are not sets of rules themselves, but provide answers to frequently asked questions in connection with the interpretation of the sets of rules and the Building Materials List ÖA. The “Checklists” were agreed by the OIB’s Expert Advisory Board responsible for questions relating to the Building Materials List ÖA. The addressees of the “Checklists” are primarily the registrars.
