Domestic specifications for the use of CE construction products

In the table below, both the current Building Materials List ÖE and the “Introductory Remarks” are available for download. These “Introductory remarks” serve to explain current changes as well as the legal status and functioning of the Construction Materials List ÖE. They are not part of the ordinance and are therefore not legally binding.

As the ordinance refers to the implementation regulation of the respective federal state, a separate ordinance was created for each federal state, consisting of the text of the ordinance and the list of construction products. The 5th edition of the Building Materials List ÖE came into force for Vienna on April 15, 2019 and for the other federal states on March 15, 2019.

What is the ÖE building materials list?

The Construction Materials List ÖE regulates the use of CE-marked construction products in Austria by means of provisions for use and performance requirements by classes, levels or performance descriptions depending on the intended use. It enables authorities, planners and users to coordinate the usability of these construction products with the legal requirements for buildings.

The regulations of the Austrian Institute of Construction Engineering on the List of Building Materials ÖE are published as a special edition of the Mitteilungen des Österreichischen Instituts für Bautechnik and are available for download on the OIB website.

Announcement of the list of building materials ÖE and transition periods

The legally binding promulgation of the regulations of the Austrian Institute of Construction Engineering on the Building Materials List ÖE is carried out for the individual federal states in accordance with the respective promulgation regulations.

The transitional period for the mandatory CE marking of construction products included in the Construction Materials List ÖE is not based on the entry into force of the Construction Materials List ÖE, but on the coexistence period specified for the respective harmonized European product standard (hEN) in the Official Journal of the European Union. This is the period during which a harmonized standard and thus the CE marking is already applicable but not yet mandatory. The same applies to the transition from one published edition of the hEN to the next.

Standards that have not been promulgated cannot be used for CE marking. This has been the case in recent years, when the publication of hENs came to an almost complete standstill.
