OIB at the re_use Linz Congress 2025

At the re_use Linz Congress 2025, experts from all over Europe discussed how circular construction can succeed – OIB Guidline 7’s planned impetus for this was explained to participants by OIB sustainability expert Robert Stadler.

On November 25, 2025, around 250 experts, practitioners and decision-makers met at Tabakfabrik Linz to discuss concrete steps towards a functioning circular economy in the construction industry at the re_use Linz Congress. The congress impressively demonstrated how strongly the initiative is growing and how intensively work is already underway on solutions for the building transition – with the aim of making Linz climate-neutral by 2040.


21 best practices from Austria and Europe, two panel discussions and ten workshops illustrated how circular construction is already being implemented today – from COâ‚‚-optimized planning and circular procurement to deconstruction, reuse and new forms of cooperation.


On the topic of “Governance and Regulation”, Priv.-Doz. Dipl.-Ing. Dr. Robert Stadler presented the implementation of the EU Buildings Directive 2024. The newly published OIB Guidelines 6 “Energy Saving and Thermal Insulation” and the national building renovation plan were also discussed. However, his presentation focused on OIB Guidelines 7 “Sustainable use of natural resources” planned for 2027, which will provide key impetus for resource-conserving and circular construction. Numerous questions at the end of the workshop illustrated the great interest in the topic.


The re_use Linz Congress made it clear that the building revolution is already underway – and that OIB Guidelines 7 will play an important role in providing orientation.
