On a secure foundation with OIB

Anyone who plans or erects buildings or sells construction products in Austria benefits from uniform rules throughout the country. This is largely thanks to the Austrian Institute of Construction Engineering (OIB).

The For over 30 years, the OIB has been working at the interface construction technology and construction law for over 30 years. With its numerous fields of activity, it promotes harmonisation and cooperation in the Austrian construction industry and successfully represents Austria’s interests in numerous European and international bodies and committees. The work of the OIB thus contributes to maintaining a high level of construction quality in Austria while promoting the competitiveness of the construction industry. The OIB offers all players in the construction industry a reliable basis for success and safety.

For planners, the OIB ensures clear and uniform construction standards that simplify the planning process and guarantee the safety of construction projects. Manufacturers benefit from the clearly defined requirements, which help them to develop their products in compliance with the law and market them successfully. Users can rely on the products that have been assessed by the OIB (by means of ETA) and approved (by BTZ) and that meet the highest quality and safety standards. Authorities and federal states can rely on the expertise and harmonised regulations of the OIB to perform their tasks efficiently and in compliance with the law.

The Austrian Institute of Construction Engineering was founded in 1993 to promote cooperation in the construction industry throughout Austria. The basis for this was the ‘Agreement pursuant to Article 15a B-VG on cooperation in the construction industry’ concluded by the Austrian federal states.

As a non-profit association based in Vienna, the OIB brings together all nine federal states – Burgenland, Carinthia, Lower Austria, Upper Austria, Salzburg, Styria, Tyrol, Vorarlberg and Vienna – as members under one roof. Its sphere of activity covers the whole of Austria and extends far beyond the country’s borders: the OIB represents Austria in European and international expert committees, where it serves as a common voice.

The aim of the OIB is to actively shape the future of the construction industry and to set standards that guarantee the safety, quality and sustainability of buildings throughout Austria.

Tasks of the OIB

The Austrian Institute of Construction Engineering acts as a central coordination platform for the federal states in the areas of construction products and construction technology. It performs a number of important tasks to promote and ensure construction quality in Austria:

Uniform implementation of EU construction product law throughout Austria

Issuing technical assessments and approvals for construction products

Market surveillance of construction products in Austria

Joint representation of the interests of the Austrian federal states in the field of construction technology in the EU and at international level

Supporting the federal states in harmonising building regulations and construction product law

Development of the OIB Guidelines

Performing the function of a Product Contact Point for the Construction Industry in Austria

Association committees

The association bodies of the Austrian Institute of Construction Engineering consist of the General Assembly, the Executive Board, the policy committees and the expert advisory boards.

General Assembly

All federal states are represented as members of the General Assembly of the Austrian Institute of Construction Engineering. The chairmanship of the General Assembly changes every six months.

Policy committees

The policy committees established within the OIB serve to advise the management on fundamental issues of a legal or technical nature. The policy committees are composed of representatives from the federal states. The following policy committees are currently in place:

National and international partners of the OIB

The OIB is a member of the following (inter)national committees and organizations in order to represent the interests of the Austrian federal states:

Administrative Cooperation Group for the Market Surveillance of Construction Products (AdCo)

The Administrative Cooperation Group for Market Surveillance of Construction Products (AdCo Market Surveillance) serves to facilitate the exchange of information and coordination between national market surveillance authorities for construction products. It also aims to enable cooperation between national market surveillance authorities for Europe-wide coordinated market surveillance programs and the sharing of resources.

Austrian Standards International (ASI)

Austrian Standards International (formerly: Austrian Standards Institute) is a non-profit association whose task is to facilitate the development of national standards in Austria and to participate in European and international standardization. The OIB is a member of Austrian Standards International and is actively involved in a number of standards committees.

Consortium of European Building Control (CEBC)

The Consortium of European Building Control is a European association of bodies involved in building control, the granting of building permits and other building law procedures. Its purpose is the exchange of information, the development of best practice examples and the development of proposals for the improvement of building control measures.

European Organization for Technical Assessments (EOTA)

EOTA acts as the ‘Organisation of Technical Assessment Bodies” in accordance with Article 31 of the EU Construction Products Regulation. Members of EOTA are all TABs (Technical Assesment Bodies) that have been notified by Member States to the Commission. In accordance with Article 31 of the EU Construction Products Regulation, EOTA performs the following tasks as an organisation of TABs:

Coordination of the Technical Assessment Bodies
Organization of the exchange of experience between the TABs in order to improve quality and efficiency
Coordination of procedures for the preparation of European Assessment Documents (EADs)
Publication of the European Assessment Documents (EAD) and the references of European Technical Assessments (ETA)
Informing the Commission about all relevant issues concerning European Assessment Documents

Inter-jurisdictional Regulatory Collaboration Committee (IRCC)

The Inter-jurisdictional Regulatory Collaboration Committee is a worldwide association of bodies involved in the development of building regulations. One of its main objectives is to promote Performance Based Codes. In addition, the IRCC also serves the exchange of experience in connection with changes in the construction requirements in the European member countries

Standing Committee on Construction (SCC)

In accordance with Article 64 of the EU Construction Products Regulation, the Commission is is assisted in the administration of the Construction Products Regulation by a “Standing Committee on Construction”. The members of this Standing Committee are delegates of the Member States. Representatives of EFTA and associated countries as well as representatives of manufacturers and other economic operators may attend the meetings of the Standing Committee as observers. The Commission consults the Standing Committee on Construction in connection with standardisation mandates, in the event of formal objections to harmonised standards or to European assessment documents, in the case of safeguard clause procedures in connection with measures taken by national market surveillance authorities and to advise the Commission in the preparation of other documents.
